4. Use SQL*Plus to instantiate deployment template.

   Question: Was template instantiated online or offline? Choices: Online or Offline
   If online, then end.
   If offline, then go to Step 5.

5. Use the Replication Management tool or the replication management API (PL/SQL) to refresh after instantiation.
